i try to connect machine simulator with tiaportal
and if i open nettoplcsim i keep getting the error message port 102 not availeble and if i stop the running process it will not find any plc's

In order to work properly, you need to launch nettoplcsim first than Siemens PLCSIM, otherwise, the problem you indicate will occur.

Also, please note that a special configuration must be done in TIA PORTAL:
DB -> Uncheck Optimized block access, by default it's checked
Protection -> Select the CPU project in the left pane and press Alt-Enter (or in the contextual menu select "Properties..."). In the item Protection, select "Full access" and Check "Permit access with PUT/GET ...."
